First stable release now available

The first stable release of the scorpio framework is now available for download as a .tar.gz and .zip files. Work will soon start on a 0.2 release that will include better international support. First up is massive improvement to the documentation and API docs, plus more examples.

As always the latest copy can be obtained from SVN at any time.

Changes since 0.1-beta4 release

Changed all @package tags to scorpio, updated @subpackage to reflect changes in package names.

+ Added config vars to control registering error/exception handlers
